When I touched it it slowly recoiled.

Habitat:

Seemingly on the rocks by the edge of the ocean. Would be underwater except on low tide.

Very cool! These are actually a kind of barnacle, called a goose barnacle. Did you notice that they were on stalks before they recoiled? Given your location, I think it's Pollicipes polymerus (http://en.wikipedia.org/wiki/Pollicipes_...) :) Nice find!
