I saw this guy watching people. He was waiting to swoop down and take someones hot dog. He actually managed to do it! The woman was so mad!

When birds are between the sun and the observer, they can often be hard to ID. They can also be hard to photograph in that situation and you did well!
I can see where a bird this size would be intimidating. The folks at Epcot said there are gulls that hang out around the funnel cake stand and dive-bomb people as they walk away with one on their plate.
