Yeah. Icerya purchasi. You need some ladybirds - Rodolia cardinalis.
Sometimes life appears in very exquisit forms!!! Beautiful, even if not good for the health of your tree... I tasted the oranges and they're good, no need to spoil them with the presence of those litle guys! ;-)
I believe that's a cottony cushion scale.

This looks like a scale insect. If so, it is sucking the life out of your tree. Blast them off with a strong stream of water, or wipe them off by hand.
