I spotted this while walking down a concrete path along the Mekong river in Jinghong. I spotted 2 of these spiny orbweavers, near each other.

Dan, It appears that they have strayed and populated areas quite a ways from their home range. check out this spotting:

actually never mind the previous comment. I just looked at another picture, you are correct, this is an exact match for the G. fornicata. I wouldn't doubt that they have traveled to and are thriving in Asia, as the climate is very similar to their home range.
