Dull plumage on two individuals, but the white stripe on the back of the neck is distinctive.
Artificial lake in city park, surrounded by urban residential neighborhoods. Mostly lawns, with planted trees (elm, cottonwood, mixed conifers).
Surf Scoter is normally a sea duck, so quite out-of-place here.

I think "several" is a bit of an understatement, Mark :)
It seems several birds out of place in the US lately.
