Yes Gin... Bird (American Darter) is in Non Breeding plumage.. I just checked.. that's why I was confused.
Thank you AshishNimkar. Upon further investigation, after the species ID suggestion from Anne Marie McCaffrey, I have found that the spotting is from the Anhinga genera but it is the anhinga species. This spotting was from Costa Rica where the Anhinga anhinga are endemic.
