This might be a dwarf American toad but I'm not overly sure. The parotoid glands touch the cranial crests in the Woodhouse's toad and the belly is usually plain (not spotted). From what I've seen in Bartlesville, the dwarf American toad is fairly common and I have not seen a Woodhouse's in the 5 years that I've been here.
