Description:

very tiny bodied bugs. Seem to have darker legs. A few of them have wings. They have been hanging around the same plant for days and look like they haven't moved much.

found on what I later identified as a Baccharis articulata if that helps

Aphids of some kind. I'm going to guess in these group maybe, Subgenus Uroleucon. the id of the plant they are on may provide a clue.
