Yellow wasp Polistes?

Description:

Yellow, very slim, about 15 mm long. It was only one or a pair of them standing and guarding this piece of nest. Look how she folds her wings under her legs when resting (3rd photo).

Habitat:

Gardens of the faculty jus outside my window

Notes:

Just a few meters from another wasp species nest, on the same window.
