Based on Wikipedia, I could further inspect the ocrea and discovered that it does in fact have hairs at the top, which indicates that it is Redshank rather than Pennsylvania smartweed despite being in Pennsylvania. Thank you for your help!!!!

It's a smartweed in the genus Polygonum, sometimes reclassified in the genus Persicaria. This is possibly Redshank or Lady's Thumb, Persicaria maculosa (Polygonum persicaria). Smartweeds can be kind of hard to I.D....
