Well if it is not a tree or living plant tissue, it is not scale, so that leaves another kind of bug or a spider egg sack. Sorry I cannot be of help. Hope you find and answer.

That is not a tree, it is one of those tall ashtrays outside of office buildings. :)

ID might depend on the type of tree and if there was more than this one spot on the tree. Might be spider egg sack or try researching Cottony Scale. It often looks like fuzz with legs.
