It looks like a whitefly (aphid cousin). Only the bristles and antennae length do not match. Its relatives (leafhoppers) have bristles. Note that pupae have bristles. Hmmm... http://bugs.osu.edu/bugdoc/Shetlar/462/4...

I've seen photos of somewhat similar North American insects but can't remember what they are called! I'll do some research and see if I can help. It's a spectacular insect!
