I got a very quick response from BugGuide. The thought is this is teneral (newly emerged). The species ID is still undertermined though.

I see what you mean. I'm now intrigued as Z. luridus doesn't seem to be in Cali... yet. I'll submit to BugGuide and continue researching. Thank you very much, Martin!

Cindy, I would suggest that this is an adult already, based on the observation that it already has wings which only develop at the final molt. Scrolling through Zelus renardii images shows they are not ever green. Searching "Green Zeulus" reveals a possible ID ( Zelus luridus) for my suggestion. http://www.flickr.com/photos/hgiethoorn/... or http://bugguide.net/node/view/293325
