A very small treehopper about 5-6 mm long. Has 2 horn-like structures at the front and another similar "horn" starting from the center of the head and extending till the tail

It is not a leafhopper, but a treehopper, Membracidae. Thorn Mimic Treehopper, Leptocentrus taurus.
