This absolutely is not Vespa orientalis but rather a species of Paper Wasp under the genus Polistes. Antennal coloration and body structure all rule out the former.

A Sub-Mediterranean species. Found in Madagascar, United Arab Emirates and India. Human introductions have assisted its spread through habitat change. It is now found in South America as far north as Mexico. Hope that helps!
