Thank you for the ID suggestions! After doing some additional research, I believe it is a Juvenile Bluesreak Cleaner (even though both Bluestrak and neon blue goby look similar). Shape looks like a cleaner wrasse. I would suggest a juvenile Blue-Streak Cleaner Wrasse.
