I agree, they appear to be California sea lions.

It's really hard to see, but they look like California Sea Lions.
The Harbor Seals seen in California usually have lighter color fur and mottled skin. The most noticeable difference is sea lions have large flippers that they can prop themselves up on and pointier snouts. Seals have shorter flippers so they are quite clumsy on land.
