Hesperiidae; Hesperiinae; Halpe luteisquama Mabille 1876. This Skipper is included in Wikipedia's species list for the genus Halpe and it is confirmed present in Philippines.

Habitat:

Spotted on Tropical Whiteweed (Ageratum conyzoides) growing at the conjunction of four rice fields This Tropical Whiteweed seems to be extremely popular amongst many butterflies in our area, and Hesperiidae spp. find it irresistible. They are on and around this particular plant throughout most of the year. I have marked this large clump of Whiteweed in my notebook as a hotspot for Skippers. So If I want a picture of a Skipper, that's the first place I look.
