could be either according to other pics google has...and this one was at ground level on a bush...

Fall Web Worms stay in a communal bag (web) usually at the end of a trees limb. Tent Caterpillars create a web on the interior of the tree and come and go to eat. Each type of caterpillar has a different look or description.
