The Shag-carpet caterpillar is a species of moth. It is found from Mexico, south to Panama and into South America, at least to Ecuador.

The white "things" might mimicrying being parazited by a wasp and might show: Already occupied, so further attack by another wasp might be prevented. That's only my guess...
