I think your first instinct was correct - blue fronted dancer, Argia apicalis. The difference between the blue tipped and blue fronted is in the thorax striping and number of abdominal segments that are blue. Yours has 8,9,10 blue thus: Species Argia apicalis - Blue-fronted Dancer
