Small green bug with large red tipped spike on back. Guessing one genders tip turns black after mating

Habitat:

Never seen them before, they recently showed up near my job when summer hit. They cluster up on tree branches

@Jellis and Eliane: Just FYI: If there is already the same ID as you would suggest, you might just add a "+" at the right side of the suggest field. You don't need to add all the details again.
