Description:

Wasp hairy orange and black wings, it did spend a lot of time inthis bush but I couldn't tell if it was eating or not but it was looking for something. About 3 cm long (1.17 inches). Mutillidae Family.

Habitat:

Seni desert hills with little vegetation

I know the velvet ants but this wasp was 4 times bigger than the velvet ants

Yes, as Juan said this is one of the Velvet Ants (Dasymutilla sp.) I believe. It looks to me most like Dasymutilla calorata, but there are many similar. You may just want to call it a Velvet Ant (Dasymutilla sp.) for now.
