Orange Rust

Notes:

I observed this orange, powdery substance on the leaves of several invasive blackberry shrubs along the Sacramento River in Redding. I also observed a similar substance on the leaves of a wild rose near Burney Falls and on the stems of a pine in Whiskeytown National Recreation Area. I believe this may be Phragmidium violaceum (Schultz) but am not certain.
