That looks like an Evening Primrose, genus Oenothera. I'm not too familiar with the flowers of the Pacific NW, but it could be O. caespitosa. Here's a link to the USDA PLANTS database with range maps of Evening Primrose species in the US: http://plants.usda.gov/java/profile?symb...
