It was sticking its head in a cavity that I had also seen a Red-bellied Woodpecker near on the same day. I have seen the Red-bellied Woodpecker excavating the same cavity and "as many as half of all Red-bellied Woodpecker nests in some areas get invaded by starlings," so I'm pretty sure it was not the starling's cavity.
