Description:

ok, this strange bee-fly like thing is no where in my insect book. plus he's got a sharp horn-like thing coming out of his head

Habitat:

pond with marsh lands where there are Bull Frogs & lots of Dragonflies but very little bird activity. Farm lands are all around the area with cows & horses too

It is indeed a beefly. :) I'm not sure of the species, and most small insect guides like Peterson's wouldn't necessarily have this species. Below is a link to the bugguide page for this tribe and genus. Hopefully it can help you identify the species.
