Genus Abelia includes 15-30 species and many hybrids. Native to eastern Asia and Mexico. This is part of a landscape planting, so it's probably an example of the most common hybrid, Glossy abelia, Abelia x grandiflora. An "old fashioned" hedge plant, not seen so much anymore.
