Enallagma civile
Pale blue damselfly with brown eyes. Almost continuously black on its back, with orange/yellow markings on the side. I'm assuming female based on the egg-laying position of the second photo. Between 2 and 3 inches long, which made it stand out from the much smaller forktails that were occupying the same general area.
Grasses and plants about 50 feet from Poplar Tree Lake in Meeman-Shelby Forest State Park. The dominant species were eastern amberwing and slaty skimmer, but there were several forktails in the vegetation. This was the only larger damselfly I saw anywhere near the water.
