This is a cultivar of Salvia farinacea. (Mealy Blue Sage).it looks compact, so it might be Victoria. The parent plants are 2-3 ft tall and often a bit rangy.

But I don't think it is Lobelia, or it doesn't look like the Lobelia that I know. The leaves are different...
