Description:

Black wasp with two yellow bands on the bottom of tergum one and two. It has yellow on the legs as well as on the scutum and parts of the head. "Only first two terga with yellow bands. Sternum 2 strongly angled at base."

Thanks Mark, it is indeed similar! Identifying some organisms is so tricky because of the subtle differences. I couldn't get farther than Eumeninae either. Hope another resource will take a look soon.
