Nice find. This may actually be a male Slaty Skimmer, Libellula incesta. http://bugguide.net/node/view/2650

Libellula cyanea has distinctive white markings on the wings, which your dragonfly does not seem to have. Compare here: http://bugguide.net/node/view/1264274
