In North America we have a purple-edged ground beetle or Woodland Ground Beetle (Carabus sylvosus). I don't know if they are circumpolar, but you may want to look at this as a starting place. See http://bugguide.net/node/view/236482/bgp... as an example. Note that the photographer on this page indicated that while his subject looks blue, it was really purple.
