Ice plant...?
I'm sending a suggestion for the ID of the plant.
This Plant is used in Chile to contain dunes and slopes. It is also widely used in chilean coastal gardens as a groundcover due its rapid growth and drought resistance.
Doca is the indigenous name for this plant in Chile.
