With a bit of digging, I think I've found an ID for this guy...
Pseudoxycheila tarsalis, Central American montane tiger beetle.

It's a tiger beetle - I've seen this one in the same area (Arenal Volcano), but I don't have a more specific ID on it. My experience has been they are always in the darkest spots and never sit still - so nice catch on the photo!
