Almost anything is possible, but is it probable? In this case, no. And I'll say it again: The dragonfly in your photos looks nothing like a Blue Dasher. This would mean that my other spotting is also different. However I did some research and apparently there are other people that are also having the same problem of identifying this dragonfly as the blue dasher mainly for it's large similarities in appearance. I came across a site that was looking into this problem that looked promising. One commented that it might be Lyriothemis pachygastra, but I'm not 100% sure. There can also be a stretch of an idea that a specimen was transported to Japan and may have worked it's way into Japan. I have the site bookmarked if you would like to take a look.

Hey Tokio! Blue Dasher is a species of dragonfly whose range includes the United States of America. If your photo were taken in Japan, then I think it is unlikely your dragonfly is a Blue Dasher. Further, the dragonfly in your photos looks nothing like a Blue Dasher although it is beautiful nonetheless.
