Note the black pronotal collar.
This trait is not a character for linnei but it is for lyricen.
Coastal populations of lyricen along the Atlantic are often lighter in color, but all have the black pronotal collar seen here.

Looks like a Cicada to me. Scientific name would be Cicadidae. I can not give you the exact sub species.
