According to Tom in the comments below, it is probably a juvenile. I had misidentified it prior to his response, and I definitely trust his knowledge. If you haven't checked out his spottings yet, please do. He has amazing photos!

Great pictures as usual Bill! You might want to look at an immature Snowy Plover as the ID. Charadrius mongolus doesn't breed in North America and would be a very rare find in our area.
