Polistes flavus is an American species so it can't be. In my opinion it could be P. hebridensis, a species endemic of Vanuatu.

Some type of social wasp.
I don't know the genera all that well - but it is possible it is a Polistes.
Was it near a nest? You can google "vespidae nest" and look at images and see if there is anything that looks similar. The nests can be indicative of certain genera.
