Spittle bug...sorry for typo.
It is on croton plant...
Too large but do not rule out soittle bugs especially as there is no water below into which tadpoles will drop. Looks like a garden croton plant.
Hi Mohandas, I too had thought so. But is quite up from the ground. And that's perplexing.
