Lotus sp.
This is a low-growing, carpet plant. The flowers look like a Deerweed or Lotus but I haven't seen them grow as a groundcover or right on the beach before.

Hi Emma, it probably is. Both Lotus (Bird's Foot Trefoil) and Deerweed look similar and are in the area. Hmmm
