I think its a Pine Tussock Moth Caterpillar. Dasychira pinicola.
It makes sense because the area where I spotted it at 500 meters above sea level where the mountain pine forests begin.. Lots of Pinus occidentalis.

I don't know what kind of tussock, but this looks like a tussock moth caterpillar to me.
