Hylaeus heraldicus
12 mm - Small to medium (3 - 13 mm), recognizable by the mouthparts, which vary in shape but are never pointed as in other bees. Mostly black or dark-coloured, body hairy or smooth. Some resemble honey bees others are wasp-like.

This is a paper wasp. Not sure of the species.
