Killdeer

Charadrius vociferus

Description:

Striking bird. This one was pacing back and forth in the shade of small building. I'm not sure if that is normal behaviour or if it's nest was near by, or maybe it was just stress from the heat. (It was ridiculously hot that day)

Habitat:

On the shore of Lake Ontario.

I think Killdeer will nest in the open and then lead threats away as you described.
