It is a beetle but it looks like a moth. "DESCRIPTION: L=up to 0.75". Orange with black head and black band at end of elytra. Body is soft. Calopteron terminale looks close, but I have some doubts about this one. Proportions of yellow and black looks different (in yours quite a narrow band) and I see here 3 lobules and not a "straight" line like in Calopteron terminale.
This lycid beetle is similar to an Australian one. They are also called net winged beetles. http://www.flickr.com/photos/nieminski/5...
