Agrilus cyanescens
About 7-8 millimeters in body length, wholly metallic blue in color.
Found several specimens on foliage at the edge of a vast, weedy vacant lot where a pickle-packing plant once stood. Surrounding neighborhood is suburban/rural residential with deciduous woodlands, agricultural fields.
This species is *not* native to North America, having been introduced from western Europe.
