Looks like a giant worm (about 30 centimetres), spotted at 3200m asl, it was in the water (after the rain) and seemed in bad shape.

Looks like a Cecilian = a limbless amphibian in the order Apoda (they look like giant worms). Not much is know about them they are hard to find.
