This is a stilt-legged fly, named for its characteristically long legs. The fore legs are markedly smaller than the other pairs. These flies belong to the family Micropezidae. http://en.wikipedia.org/wiki/Micropezida...
Spotted on Areca catechu in a large semi-urban yard & garden adjacent to a disturbed patch of remnant lowland forest.
I never tire of observing these flies because they move their white-tipped forelegs in the most (anthropomorphically speaking) comical way. This photo was taken in late afternoon with a flash.
