Is it dead? Thanatosis - Feigning death. Beetles often drop off their branch before you get the camera ready and may lay comatose on the ground for a few seconds before they make an easy escape.

I haven't noticed any flares on males or females. I'm not sure how to tell the gender. Some species have smaller males, otherwise I cannot tell without a microscope.

I love these little leaf beetles, especially their feet. If I remember correctly, the males have a flare at the edge of their carapaces. Which would make this a female.
