I'm fairly certain this is Lynn's Legacy Sage (Leucophyllum langmaniae). I saw some in a local store today that seemed just like it. I think it was cut very short and had a lot of new growth which is why it appeared to me to be something other than a shrub. I've updated my spotting. Thanks for the help!

This is not from the Salvia genus, the flowers are not the right form. Some plants have an aroma like sage, but are not in the same genus.

Welcome to Project Noah, GarryTaylor. There are many, many cultivars of sage, so you're probably right about the genus. You can edit your spotting and put "Salvia sp." in the scientific name section.
